The Rugby Football League instructed 4global to deliver a National Facilities Strategy, provide strategic direction and a clear evidence base for the delivery of £10m legacy facility funding, generated by the 2021 Rugby League World Cup.
Leading a consortium of specialist consultancies, 4global undertook a sport-wide club survey, capturing data from more than 130 RFL clubs and 20,000 players across England. The results of this survey, combined with detailed face-to-face consultations, provided an unprecedented level of insight into the quality and accessibility of Rugby League facilities. Using this data, 4global delivered a robust supply and demand layer for Rugby League facilities across England, indicating areas of surplus or deficit.
The consortium then delivered an evidence-based strategy, providing direction for facility investment over the next 10 years. Key aspects included focusing on nine priority areas for facility development, ranging from the creation of multi-sport pitch hubs to the improvement of local clubs. 4global also provided recommendations on funding vehicles that should be used for the delivery of the strategy, including the formation of new organisations and structures.
