The founder of 4global, Eloy has established the company as a leading provider of consultancy and data-led intelligence worldwide. Under his leadership, 4global has been established as a leading provider of programme management, readiness, C3 and security services to organising committees, federations, governments as well as a key provider of Sports Planning and cutting-edge data intelligence.
Eloy has worked with an impressive list of events including nine consecutive summer and winter Olympic Games from Sydney 2000.
Eloy is an engineering graduate (BEng and MEng) and in 2002 he completed a full-time MBA at London’s Imperial College Business School. He is fluent in English and Spanish as well as speaking Portuguese competently.
Currently an advisor to the UK Government on Major Event Strategy, Eloy has also recently been appointed as the UK Government’s Technical Programme Director, to lead the technical delivery as part of the Government-to-Government agreement signed with Peru for the delivery of the Lima 2019 Pan and Parapan American Games. He is also advising The FA and the Local Organising Structure of UEFA EURO 2020 on all matters of safety and security across the tournament delivery in England.
